License corrected - it's LGPLv3, not GPLv3
Dropped toolbar and AVC from recommends to suggests. I don't think either of these should be on by default anymore
* RCS build aid will also use the stock AppLauncher if place of toolbar
* AVC is a bit redundant for someone using CKAN.
Removed comment about who wrote the .ckan file; Felger and I now share blame and git will have to keep it straight
