Thanks to @V1TA5, we have a mirror of the freely redistributable mods
from KS. This change re-writes extant CKAN metadata files that have
free licenses to use the i.52k.de server.

After merging KSP-CKAN/NetKAN#2476, I'd like to make @BobPalmer's
life easier by re-indexing all the changed mods immediately, saving
us a couple of hours while we wait for the bot.
These are all generated by `netkan.exe` as per normal.
